The Regular Meeting of the Vernon Township Board was held on July 6, 2010 at 6:30 p.m. Members present: Jeff Bean (Supervisor), Vicky Louch (Treasurer), Mike Turner (Trustee), Jacob McConnell (Trustee), Loren Cole (Clerk), and Julie Cole (Deputy Clerk). Members absent: none.
The meeting was called to order at 6:30 p.m. by J. Bean who led in the Pledge to the Flag.
J. McConnell made the motion and M. Turner seconded to approve and accept the minutes from last meeting and to approve and accept the agenda for this meeting. Motion carried.
Visitors present: Jim Pohl (resident), Gordon Gilchrist (resident), and Jim Bissett (resident). G. Gilchrist informed the board of some decisions from the Zoning Board. He also informed the board of the need of a person for the Planning Commission to replace A. Smock.
Supervisor's Report
1. Roads:
A. Quotes Received to Date
I. Chip Seal Whiteville from Coleman to Dead End: $ 4,827.06
II. Chip Seal Whiteville from Herrick to Co. Line: $22,643.42
III. Gravel McFarland from Vernon to Battle: $23,681.98
IV. Ditching/Drainage Doherty, Crawford to Lincoln: $36,656.02
V. Gravel Overlay; Doherty, Crawford to Lincoln: $23,638.26

VII. Repair/Limestone; Stevenson Lake to Hall: $ 6,432.13
The available budget, after the Vernon Road payment and brine contract, is $14,051 plus the $10,000 ICRC coupon, allowing for $24,051 in road spending.
2. Township Assets:
a. Discussed with board the need for some flags on the hall for Election Day. V. Louch to look into getting the flags.
b. Discussed with board about extending the south road edge at the Hall and putting some Limestone down for parking. J. Bean has talked some with the neighbor about this project.
3. Property Tax:
a. The state is conducting a 14 point audit of tax records in August.
b. The issue involving a discovered parcel in Section 13 is continuing to be investigated.
4. Zoning:
a. Working with Zoning Officer on the Stevenson Lake Road burned house.
b. Mike Moss is to clean up a rental by the middle of July. J. Bean to look into that issue.
Clerk's Report.
1. Pere Marquette District Library:
a. They are ready to finish the basement.
b. $12,000 is paid on the principle each year and about $58,000 is paid in interest. The Library board would like to see at least another $5000 applied to the principle each year.
2. Clare Area Fire Department: No issues.
3. Election Issues: Getting ready for the Primary election. Have contacted people for working the election.
4. Budget: Budget vs. Actual report in packet.
5. Other: Bi-annual audit was started at the hall last Wednesday. They will complete at their office.

2. Review and Pay Bills:
Motion made by M. Turner to pay bills as presented in the amount of $16,428.55. Motion was seconded by L. Cole. Motion carried. See attachment of bills paid.
Trustees' Report
1. J. McConnell: No report.
2. M. Turner reported on some issues with the ZBA. He also brought to the board some questions about Personal Property Taxes.
Old Business:
1. Review of the Cemetery Ordinance continued.
a. Section 2.1 will have Cemetery Row 1-30, 31, 32.
b. Section 2.3 will be 44 inches.
c. Section 9 will be 30 years.
d. Section 12 will be All burials except cremation.
V. Louch made the motion to table the issue until J. Bean contacts MTA regarding the issue of "Reserving Lots". Motion was seconded by M. Turner. Motion passed.
2. Consideration of 2010 Road Project. Motion by V. Louch to table this item. Motion seconded by L. Cole. Motion passed.
++New Business:
1. Board consideration of resolution on Policy and Procedure for Public Inspection and Copying of Public Records.

V. Louch made the motion to adjourn and it was seconded by J. McConnell. Motion carried. This meeting was adjourned at 8:25 p.m. on July 6, 2010.
