VERNON TOWNSHIP BOARD MINUTES

MEETING HELD October 5, 2009

 

TOWNSHIP OF VERNON, COUNTY OF ISABELLA                                   LOREN COLE, CLERK

 

The Regular Meeting of the Vernon Township Board was held on October 5, 2009 at 6:30 p.m.  Members present:  Jeff Bean (Supervisor), Vicky Louch (Treasurer), Mike Turner (Trustee), Jacob McConnell (Trustee), Loren Cole (Clerk) and Julie Cole (Deputy Clerk).  Members absent: None.

 

The meeting was called to order at 6:30 p.m. by J. Bean who led in the Pledge to the Flag.

 

 V. Louch made the motion to approve the agenda for this meeting and the minutes for last meeting.  J. McConnell seconded.  Motion carried.

 

Visitors present:   Gordon Gilchrist (resident), Elvis Denton (resident), Jim Pohl (resident) & Paul Cole (resident).   

 

Supervisor’s Report

1.       Roads:

a.        Ground breaking was held today for the Vernon Road Project. This project is to start this week.

b.      Gravel is being laid on Doherty Road, starting at Mission Road.

c.       The stone sign post at Isabella Road & Stevenson Lake Road is finished.         

2.      Township Hall:  J. McConnell is working on the frame for the Township Hall sign.

3.      Property Tax:  J. Bean has been working on the Trash & VCHL assessments.  See New Business.

4.      Solid Waste:  The House count is at 622 with one being off the roll.

5.      Cemetery:  J. Bean presented ideas for a stone corner pillar and also some suggestions for posts/fencing for areas in the cemetery.  See New Business.

 

Clerk’s Report

1.      Pere Marquette District Library: 

a.       The library has been issued a complaint about the noise from their air-conditioning units by a visitor at the Mulberry Café.  The City Manager informed the library that they were in violation of the Noise Ordnance.  Upon reviewing the ordnance, they are not violating anything.  The issue is being investigated as to their options.

2.       Election Issues:  The tabulator was taken to the County Clerk for maintenance.

3.      Cemetery:  The row markers have been ordered.

4.      Budget:  See the Actual vs. Budgeted.

5.      Miscellaneous:  The Isabella Co. Chapter MTA meeting is on October 21st at 7 p.m.  The topic will be the Sheriff Department.

2.      Review and Pay Bills:

Motion made by V. Louch to pay bills as presented.  Seconded by M. Turner.  Motion carried.

See attachment of bills paid.

3.       Miscellaneous:  V. Louch reported that summer taxes are coming in well.

 

Trustees’ Report

1.      J. McConnell:  No report.

2.      M. Turner:  No report.

 

Old Business

1.      Resolution 005-2009:  Resolution to allocate Cemetery Lots to Verleger family.  M. Turner made the motion for the resolution and J. McConnell seconded it.  The resolution was adopted after a Roll-Call vote.                                 

 

New Business

1.       Resolution 004-2009:  Resolution to Establish Assessments for Winter 2009 Tax Roll.  V. Louch made the motion for the resolution and L. Cole seconded it.  The resolution was adopted after a Roll-Call vote

2.      Consideration of protective structures at the cemetery. Motion made by L. Cole and seconded by J. McConnell that due to people driving on burial lots at the cemetery, we will proceed with purchasing 6-9 posts to place at / or near these sites. Motion passed.

3.      Consideration of installing stone post/pillar.  Motion made by L. Cole and seconded by V. Louch to proceed with the construction of a stone post at the NW corner of the new addition to the cemetery property.  This is not to exceed $700.  Motion passed.

4.      Consideration of Carrier gravel donation. Eighteen loads of gravel have been donated on Doherty Road.  The transportation cost is all we need to pay.  The motion was made by L. Cole and seconded by J. McConnell to accept the donation and cover the cost of the trucking at $2160.  Motion passed.

5.      Stone Pillar at Stevenson Lake Road & Isabella Road.  Motion made by V. Louch and seconded by M. Turner to authorize the repairs of the stone column at Stevenson Lake Road and Isabella Road at $350.  Motion passed.

 

 

Adjournment:

            V. Louch made the motion to adjourn and it was seconded by J. McConnell.  Motion carried.  This meeting was adjourned at 7:35 p.m. on October 5, 2009.
