VERNON TOWNSHIP BOARD MINUTES

MEETING HELD September 8, 2009

 

TOWNSHIP OF VERNON, COUNTY OF ISABELLA                                   LOREN COLE, CLERK

 

The Regular Meeting of the Vernon Township Board was held on September 8, 2009 at 6:34 p.m.  Members present:  Jeff Bean (Supervisor), Vicky Louch (Treasurer), Mike Turner (Trustee), Jacob McConnell (Trustee), Loren Cole (Clerk) and Julie Cole (Deputy Clerk).  Members absent: None.

 

The meeting was called to order at 6:34 p.m. by J. Bean who led in the Pledge to the Flag.

 

 V. Louch made the motion to approve the agenda for this meeting and the minutes for last meeting.  J. McConnell seconded.  Motion carried.

 

Visitors present:   Gordon Gilchrist (resident) and Jim Bissett (resident).   

 

Supervisor’s Report

1.       Roads:  We are still waiting on Stimulus Funding for the Vernon Road project.          

2.      Township Hall:  Reimbursement check received and deposited into General Fund.  Issue completed.

3.       Zoning: J. Bean attended the Risk Management Seminar.

4.      Isabella Northeast Fire Department:  There is an alternate seat available per the Department’s by-laws.  Nominations will be considered in the next couple of months.

5.      New Construction-Census:  The Census Bureau is asking the township to report any NEW buildings that have been built. None known at this time.  Suggestions were made as to checking at a couple county offices.

 

Clerk’s Report

1.      Pere Marquette District Library: 

a.       JCI is threatening to sue the library regarding an unpaid invoice.  The board agreed to pay it with JJ Trucks (attorney) negotiating the amount.

b.      There was discussion at the library board meeting as to the possibility of closing the library on September 10th due to the workers attending the legislative rally in Lansing.

2.       Pontem support services fee:  Julie is to check on the cemetery program.  Will not pay the fee this month.

3.      Mid-Michigan Pest Control Contract:  We will continue as in the past.

1.      Financial Report as of August 31, 2009

2.      Review and Pay Bills:

Motion made by V. Louch to pay bills as presented with voiding out the check to Pontem.  Seconded by J. McConnell.  Motion carried.

See attachment of bills paid.

3.       Miscellaneous:  V. Louch received a call from Elaine Archey’s daughter stating she would like something done at the cemetery so people don’t drive on her mother’s lot.  The Clerk and Supervisor will look into the issue.

 

Trustees’ Report

1.      J. McConnell:  Attended the ISEFD meeting.    See issue presented by Supervisor.

2.      M. Turner:  No report.

 

Old Business

1.      Resolution 003-2008:  Regarding Fulfillment of Verleger Land Gift:  Clerk and Supervisor will meet with Mr. Verleger on Saturday September 12 to look at the land and map.                                           

2.      Blight Ordinance Issue:  L. Cole made a motion that Vernon Township begin action to institute a Blight Ordinance.  Seconded by J. McConnell.  Motion failed.

 

New Business

1.       2009 Millage Request and Millage Rollbacks:  We, as a township are, are now back to one mill in operating cost from the Hedley Amendment.  V. Louch made the motion to sign the 2009 Tax Rate Request and send it in to the Isabella County Equalization.  Seconded by M. Turner.  Motion passed.

            V. Louch made the motion to adjourn and it was seconded by J. McConnell.  Motion carried.  This meeting was adjourned at 7:40 p.m. on September 8, 2009.
